The Chinese National People’s Congress (NPC) elected Xi Jinping as the new President. He replaces Hu Jintao.. Xi Jinping was appointed as Secretary General of the Communist Party in November. He was also appointed as the head of the Central Military Commission, and effectively, the Chairman of the People’s Liberation Army.

NPC Voting Results

There were about 3,000 members of the National People’s Congress in attendance in the annual Parliament session. Xi Jinping garnered 2,952 votes, three abstentions and one vote which was not for him. The Communist Party voting is largely symbolic as an endorsement of the Party’s nominee. Typically, the election results are 100% in favor of the appointee. It is widely believed that Xi Jinping did not vote for himself out of modesty.

Voted as Vice President was Li Yuanchao who is closely associated with former president Hu. On Friday the NPC will be voting for the Prime Minister. Expected to be named to the post is Le Keqiang, the former Liaoning Party head. He will replace Premier Wen Jiabao.

Political Concerns

Xi Jinping is seen as a reformist, who has called for changes in the processes of promoting officials. He has also asked for better processes in government public consultations. After his appointment in November, he has put forth government austerity measures as an answer to issues about the public’s concerns about what is seen as the rich lifestyle of Chinese leaders. He has also called attention to possible civil unrest against corruption and unneeded party privileges.

The general Chinese population is growing affluent and wealthy with the rising economy. However, this has also fueled a more vocal reaction to social issues which include inequality, food safety and environmental issues. Internationally, he will also have to face concerns about Chinese power in the region, as well as territorial disputes with Japan and Southeast Asian countries.

The Chinese leadership votes for its leaders every ten years. Xi Jinping will bring to office a smaller Standing Committee with only seven members.
